JOHN SWINNEY ordered a secret investigation into declining exam results despite publicly insisting there was no problem, it emerged yesterday. Opposition parties seized on the disclosure that the Education Minister and Deputy First Minister privately asked officials for a study of failure rates. Higher exam rates fell for the fourth year in a row to their lowest level in a decade.
